TERMS OF REFERENCE

1. CONTEXT

1.1 The African Development Bank Group (the Bank) has supported the Government of the Republic of Guinea in its development efforts since 1974. Two loans and a grant amounting to UA 9.62 million were approved on September 19, 2019 to finance the Development Program for Special Agro-Industrial Transformation Zones of Boké and Kankan (PDZSTA – BK).
1.2 The Development Objective of the Program is to “Contribute to the reduction of imports of agro-food products and the improvement of food and nutritional security in Guinea, through the creation of agro-industrial development poles supported by the private sector”.
1.3 The Program will be implemented through the following three (3) components: (i) Support for Governance and incentive measures for the management of agro-parks; (ii) Development of Transformation and Access Infrastructure; and (iii) Program Coordination and Management.
1.4 Management of the program at the national level is placed under the responsibility of the Authority for the Development and Administration of Special Economic Zones and Industrial Zones (ADAZZ), attached to the Presidency of the Republic. ADAZZ will be strengthened at the institutional level to ensure this task, through the Program Management Unit (CGP) of PDZSTA – BK.
1.5 The CGP works under the strategic guidance of the high-level Steering and Monitoring Committee (COS) and, operationally, under the supervision of a Program Steering Committee (PPC) which is chaired by the General Secretariat of the Ministry of Agriculture and composed of a representative of Finance and the Economy, the ministerial departments and representatives of all stakeholders concerned by the Program.
1.6 The Program Management Unit (CGP) is responsible for the daily management of the technical implementation of activities, procurement and financial management, monitoring and evaluation, including disbursement aspects under the Program . The CGP is responsible for the overall coordination of program implementation.
1.7 These terms of reference define the scope of the mission which will be entrusted to the focal points.

2.0 MISSION OF FOCAL POINTS

2-1 Tasks and responsibilities:

Placed under the responsibility of the National Program Coordinator, the focal points who are local representatives of the Program Management Unit in Boké and Kankan, are responsible for the execution of the Program in their respective localities.

They are the privileged interlocutors (liaison agents) of the PDZSTA-BK CGP for all questions relating to the Program at the local level.

As such, their mission is to ensure the implementation and monitoring of activities carried out in the field by the various stakeholders and report to the national coordination. They are responsible for:

Ensure the representation and liaison of the Program at the level of the regional, prefectural, municipal authorities and with the various structures involved in the localities of Boké and Kankan; Participate in the approval sessions of the report of the activities and the PTBA by the Steering Committee ;Facilitate the organization of capacity building of beneficiaries, authorities and all other structures involved in the implementation of the Program;Monitor the execution of the activities of collaborators and execution structures with which PDZSTA-BK has signed a contract or service agreement; Help raise awareness and inform authorities at all levels, socio-economic actors and beneficiary communities; Disseminate information (preferably in local languages) to communities; ensure that operators, partners and other execution structures and their agents respect their contractual obligations and work in accordance with signed contracts, the project implementation modalities defined in the Implementation Manual as well as the previously defined work plans ;Centralize the documents for monitoring activities carried out in the field by the various service providers;Write the half-yearly and annual activity reports of the PDZSTA-BK at the local level to be transmitted to the CGP for reporting and to the execution structures for information; Help prepare field missions and participate in the work of technical support and project supervision missions and ensure follow-up of their recommendations; Work in synergy with PDZSTA execution staff and implementation partners- BK to increase the complementarities necessary to achieve the development objectives assigned for this purpose; Ensure the application of reciprocal work commitments and regularly evaluate the results of this cooperation in the consultation frameworks set up for this purpose; Please the proper use of the means and equipment made available to them; Carry out all tasks entrusted to them, by the hierarchy, as part of the exercise of their functions.

3.0                   QUALIFICATIONS :

3.1 The candidate for the position of focal point must hold a diploma in project management, rural development, agronomy, law, human resources management, sociology, economics or engineering (Bac+ 3 at least) or equivalent, and must have and demonstrate the following qualifications:

Have experience of at least 5 years in the field of project management; Have a good knowledge and mastery of the procedures of certain donors (ADB, WB, IDB, IFAD, AFD etc.) and issues related to the implementation and/or supervision of infrastructure construction activities in rural areas; Have at least 3 years of experience within the Guinean public administration or within a coordination team or management unit development projects/programs; Have at least 2 years of professional experience as staff or consultant in projects and programs financed by multilateral development banks or development agencies (ADB, WB, IDB, BOAD, IFAD, AFD …);Have the skills to work with IT tools, internet and e-mail;Have knowledge of the area of ​​intervention (having worked there will be an asset);Have excellent writing, analysis and synthesis skillsHave perfect command of French and sufficient command of the local language.

4.0 CONDITIONS OF USE:

4.1 The conditions of employment will be the subject of a contract to be negotiated with the Program Management Unit. This is a contractual position, and it remains understood that the recruitment of civil servant candidates must meet the provisions of the new procurement framework of the African Development Bank Group effective since January 1, 2016: government representatives and civil servants may be engaged in contracts for consultancy services, either individually or as members of a consultancy team, only (i) if they are on leave without pay; (ii) if they are not employed by the organization for which they worked immediately before their departure on leave and (iii) if their employment does not give rise to a conflict of interest.

5.0 METHOD OF SELECTION:

5.1 The regional focal point will be selected following the method of selection of Individual Consultants in accordance with the “ Procurement framework for financed operations

6.0 DURATION OF THE MISSION:

6.1 The contract will have an initial duration of one year, renewable by tacit agreement subject to satisfactory annual evaluation of its performance, until the end of the Program, after a probationary period of three (3) months during the period. first year.
