DIG/ The Task Force on internal and external debt audited the financing of projects and the administration of the Technical Directorate of the ANPN, which long remained the preserve of former Minister of the Environment Lee White.
The findings established by the organization are simply striking:
Forgery and use of forgery and blatant usurpation of the title of colonel and commander;
False declarations of qualification and competence;
Mismanagement and fraudulent use of funds linked to litigation;
Misuse of funds in operation;
Poor management of surveillance operations;
Lack of professionalism in the management of patrols leading to the deaths of men;
Risks of confrontation between the Gabonese and Congolese armies in conflict management situations.
Diversion of objectives dedicated to project funds.
The taskforce indicates in its report that it reminded the Technical Director that his entity had a significant financial flow and in this context a point relating to finance commitments must be made.
More than ten sources of funding for the ANPN have been identified. These include: USFISH, PERENCO, TOTAL, GSEZ, AIRTEL, CAFI, PMUG, GEFACHE, PROJECT ELEPHANT, PROJECT ARC EMERAUDE.
To this end, the Taskforce recalled that the ANPN had received more than 85 billion FCFA in recent years and no concrete infrastructure projects carried out.
“The proof: Even the ANPN premises were not built. More than 90% of these budgets are dedicated to the operation of the ANPN.
It is for this reason that the Taskforce recommended the suspension of the activities of the technical director and his deputy. the report says.
