Elisabeth Borne promises 100 million euros more to mayors

The Prime Minister had planned to announce it in mid-October, before the convention of intercommunalities of France. But the attack which cost the life of Professor Dominique Bernard, in Arras, forced him to turn back just a few kilometers before arriving in Orléans. It was therefore on the occasion of the closing of the congress of mayors, in Paris, Thursday November 23, that Elisabeth Borne announced to local elected officials that their allocation paid by the State would increase by an additional 100 million euros in 2024 .

On September 25, the government had already released an additional 220 million euros for the overall operating allocation (DGF) for 2024. This will therefore increase by 320 million euros. An increase comparable to that decided for 2023. Today at 27 billion euros, the DGF is the main grant that the State allocates to municipalities, intermunicipalities and departments. Compensation for the skills transferred to them, it is based on criteria of population, wealth, resources and expenses.

Until 2023, the DGF had, at best, been kept afloat. This is also what the President of the Republic did not fail to emphasize, Wednesday evening, by receiving a thousand mayors at the Elysée, scratching in the process his “predecessors”one from the right – Nicolas Sarkozy –, the other from the left – François Hollande. ” At the same time “he quipped.

After years of lean times, the year 2023 therefore represented a break. “We decided to continue on this path”declared the Prime Minister on Thursday, before announcing the additional 100 million euros. “You wanted it, we are doing itcontinued Ms. Borne. In 2024, the DGF of municipalities will increase at the same rate as inflation. » The room applauded. “Ah, that’s good news! »whispered a mayor in the audience.

“A dead loss every year”

However, what the mayors want is not so much a one-off effort as the return in a lasting manner of the indexation of the DGF to inflation, as was the case before 2011. The President of the Republic always ruled out this hypothesis. But this leads “a dead loss every year for all communities”, denounces the general resolution adopted Thursday by the Association of Mayors of France (AMF). The association’s head of local finance and taxation, Nathalie Brodin, recalled on Wednesday that 72 billion euros of DGF in volume had been “lost since 2008” due to inflation and, of course, the decline in endowments.
