Hosted by the United Arab Emirates, the 7th largest oil producer in the world, and chaired by Sultan Ahmed Al-Jaber, head of the national oil company. Even before its launch on November 30, COP28 saw its credibility damaged. To restore its image, it will have to overcome several points which risk blocking the next two weeks of negotiations.
The 197 States and the European Union will in particular have to raise the subject of fossil fuels, the primary cause of greenhouse gas emissions. For several countries, from the Arab-Persian Gulf States to the United States via China, the reduction of their exploitation still seems very distant. If, conversely, they can agree on an acceleration of the deployment of renewable energies, this last subject can also become a pretext to avoid disagreements. Among the angry subjects is the financing, not only of the energy transition, but also of adaptation to climate change.
