The Twenty-Seven agreed this Thursday on their position on the Law for a Zero Emissions Industry, which adds nuclear fission and sustainable alternative fuels to the list of strategic technologies that may benefit from the acceleration of permits and the relaxation of bureaucratic procedures to enhance domestic manufacturing of new low carbon industries.

Eight to ten technologies fall within the scope of the new law

The Council’s position also clarifies that the list of technologies considered strategic should not affect either the right of Member States to determine their energy mix or the allocation of EU funds during the current multiannual budget.

The legislation establishes the objective of approaching or achieving, by 2030, at least 40% of the annual deployment needs of strategic zero-balance technologies manufactured in the EU.

To achieve this, the law introduces deadlines for granting permits for net zero manufacturing projects based on size and status, with timelines reduced from 12 to 9 months for net zero technology manufacturing projects with an annual manufacturing capacity of less than one gigawatt (GW) and 18 to 12 months for projects of more than 1 GW.
