Olivier Marleix, president of the Les Républicains deputies, at the National Assembly, December 5, 2023. JULIEN MUGUET FOR “LE MONDE”

Olivier Marleix is unlucky. Without consulting his troops, the leader of the Les Républicains (LR) deputies tabled, on Wednesday December 6, a motion for prior rejection against the immigration bill carried by the Minister of the Interior, Gérald Darmanin. But the environmentalists had a luckier hand, winning the draw, which will allow them to submit their own motion to the vote of the National Assembly on Monday, during the examination of the text in public session.

If it were adopted – in the event of support from the united left, LR and the National Rally (RN) – this motion would then lead to the rejection of the bill, before the debates had even started. A scenario which has little chance of succeeding, but possible if the deputies of the far-right party decide to vote for it.

The government would then have the possibility of sending the text back to the Senate in its version hardened by the right, when it was approved at the Luxembourg Palace in mid-November. Or to convene a joint committee to try to find a compromise between the Assembly and the Senate.

“Pretty tempting solution”

Thursday, while the 62 LR deputies were almost all gathered at the Palais-Bourbon on the occasion of their parliamentary niche, the lunch break mainly served to define a strategy for Monday. And not to discuss their two bills presented the same day in the Hemicycle, in the hope of embarrassing the majority: a constitutional reform aimed at fighting immigration and a resolution demanding that Paris put an end to immigration. The Franco-Algerian agreement of 1968 – which confers a special status on Algerians in terms of movement, residence and employment in France. The first text was rejected. The second removed, in anticipation of the same outcome.

While it was supposed to put the executive under pressure, the right therefore failed in its offensive. And finds himself displaying his divisions. During a meeting on Thursday noon, one of the LR deputies did not fail to let Olivier Marleix know that he would have liked to be informed of his intentions by another means than an indiscretion of the Chained duck, Wednesday.

Despite these criticisms, Olivier Marleix defends the idea of voting for the environmentalists’ motion. “Prior rejection of the text would mean that the government could only continue the discussion based on the Senate’s copy. It’s quite a tempting solution on our part”, pleaded the elected representative of Eure-et-Loir on Thursday morning at the microphone of Sud Radio. Without being unanimous.
