Water, housing, health, education, security: the Prime Minister, Elisabeth Borne, plans to announce numerous measures for Mayotte, where she is making a one-day trip on Friday, December 8.

Public policies are being challenged in the 101st French department, which is experiencing a demographic explosion (according to unofficial figures it has at least 400,000 inhabitants over 374 square kilometers), and is facing serious difficulties. “We must invest in the future of this territory”we defend at Matignon.

While obtaining water has become the daily obsession of the Mahorais, the free distribution of bottles will continue “as long as necessary”, just like the State’s coverage of individual bills, promises Matignon. Which also provides new aid for agricultural businesses.

Housing, 30% of which is made up of slums, will be subject to a “operation of national interest” in 2024, in three municipalities: Mamoudzou, Koungou, Dembeni. This framework should allow the State, through a decree at the beginning of 2024, to “regain control over building permits to create concerted development zones”. The faulty land register and the joint ownership of properties, however, represent a major difficulty in terms of land – a town like Mamoudzou only controls 25% of it. To rehouse the evicted, the government wants to increase the number of very small structures of 35 square meters considered “suitable for single-parent families”. In 2023, operation “Wuambushu” made it possible to destroy 700 informal settlements, but not all families accept the temporary rehousing solutions proposed.

Attract hospital doctors

Ms Borne confirms that 150 million euros will be allocated to the department for child welfare, maternal and child protection, and transport.

The plan to modernize the Mayotte hospital center is validated, with investments of 242 million euros, as is the future construction of a second hospital. The problem remains that of human resources, which are already insufficient. To attract hospital doctors from France, the special practice allowance will be increased by 50% (i.e. 22,000 euros for the start of their career) and the annual staff bonus will increase from 1,200 euros to 1,800 euros. “from January 2024”. Two nursing training institutes will be opened to recruit local Mahorese professionals.
