The European Union is abandoning the requirement to bring all houses to energy class D. Given the agreed savings targets, the EU states could still have no other option.

It’s good news for German homeowners, at least at first glance. The unpopular obligation to compulsorily renovate old buildings is off the table at EU level. Chief negotiators from the EU Parliament and the Council of Ministers agreed on a compromise on the building directive in Brussels on Thursday evening. The owners of old residential buildings with poor energy standards no longer have to bring them up to at least energy class D level within a few years.

Instead, the member states are held responsible. They must reduce the energy consumption of the residential building stock by 16 percent by 2030 and by 20 to 22 percent by 2035 compared to the reference year 2020. They should achieve 55 percent of the savings in the case of buildings with the worst energy efficiency standards.
