The adoption, Monday, December 11 in the National Assembly, of the motion for prior rejection of the “immigration” bill, caught the presidential camp cold. During the weekend, the Minister of the Interior, Gérald Darmanin, “did not imagine” such a scenario.

Only oppositions from the right and the left, “who don’t think the same”vote as one man, would be a “absolute inconsistency”, he argued on Sunday. That the deputies of the Les Républicains (LR) party, “who demand a debate on immigration in the National Assembly every year”deprive themselves of an opportunity to express their point of view, would be « bizarre », continued the minister. Especially to, in the end, leave control to the Senate: “That would mean that LR deputies are not of much use”reasoned the tenant of Place Beauvau again.

The latest counts had, however, reassured the executives of the presidential Renaissance party: with the exception of two or three absent, the majority should ” fill up “ at the Palais-Bourbon. Oppositely, the oppositions would have to be just as mobilized and around thirty LR deputies would have to vote for the motion for it to be adopted. “We would look fine…”smiled, two hours before the start of the session, the President (Renaissance) of the National Assembly, Yaël Braun-Pivet, refusing to believe it.

Confusion and doubt

However, it was this reason-defying scenario that prevailed in the crowded Hemicycle. At the end of the vote, the oppositions won by 270 votes to 265. Nine deputies from the majority did not take part, which was fatal to the government.

Gérald Darmanin, however, took pains to demonstrate that he would be able to find a majority on this text « difficile », Emmanuel Macron’s campaign promise. He had been refining his strategy for a year, and had greatly personalized the debate since the start of the school year. On TF1, Monday evening, he admitted ” a failure “denouncing “the alliance of opposites” and remembering that “opinion supports this text”.

In the majority, his critics point to the excess of skill of the minister, who was able to support a provision in the Senate, in November, then its opposite in the National Assembly, in December, at the risk of sowing confusion and doubt.

Gérald Darmanin’s unexpected support for Edouard Philippe with a view to 2027, which occurred on Sunday, via online media Brut, also disturbed the majority. Relaunching the presidential competition at this crucial moment was considered inappropriate by certain majority deputies.
