What does a leap into the parliamentary unknown look like? No doubt at this session of Monday, December 11 at the National Assembly where the bill on immigration encountered the refusal of deputies to examine it. By 270 votes to 265, the elected representatives of the Palais-Bourbon adopted the motion of prior rejection of the environmentalist group, noting the absence of a majority for the government on its text “to control immigration” and “improve integration”.

Shortly before 6 p.m., the result of the vote is displayed on the two screens of the Hemicycle: the motion to reject passes by 5 votes, i.e. the number of deputies absent on the benches of the Renaissance group. The failure is all the more resounding as it creates a new precedent under this legislature, with a rejection motion which manages to torpedo such a politically abrasive bill.

The elected officials of the New Ecological and Social Popular Union (Nupes), the Les Républicains party (LR) and the National Rally (RN) stand up to applaud the defeat of the government and its relative majority. The “rebellious” deputies end up chanting in unison “Darmanin Resignation!” ». The Macronists leave the Hemicycle, groggy. Just like Gérald Darmanin who, in the process, slips away to go to the Elysée to submit his resignation to the President of the Republic who refuses it. “It’s a cursed text, poorly handled from the start,” sighs the Renaissance deputy for Bas-Rhin Charles Sitzenstuhl in the Quatre-Colonnes room.

The elected representatives of the presidential camp did not see the debacle coming, feeling confident after the overwhelming majority vote on the bill in the Assembly’s law committee on December 2. So much so that one minute before the vote, an advisor from the Ministry of Relations with Parliament certified to Renaud Labaye, the secretary general of the RN group in the National Assembly, that, according to his calculations, the rejection motion would not pass. not. This was without taking into account the increased mobilization of the oppositions, from the RN to the Nupes via the elected LR officials.

“Unnatural alliance”

At 4 p.m., the Minister of the Interior inaugurated the debates in front of an exceptionally crowded and surprisingly hostile Hemicycle. A warning sign? Raising his voice to cover the heckling of the oppositions, Gérald Darmanin had warned against “an unnatural alliance” aiming to reject his bill out of hand. “Controlling migratory flows (…) is a debate that no one can reasonably reject out of hand without the National Assembly having been able to discuss it for at least a few moments. » Regardless, the oppositions subscribed to the observation made by the environmentalist deputy Benjamin Lucas (Yvelines), who brought the motion for preliminary rejection: “The parliamentary discussion (…) would only be a vast bargain aimed at individually poaching the many, many voices that you are missing. »
