If the historical successes of French biomedical research are numerous, the indicators show a clear decline in the world ranking since 2005. However, environmental impacts, emerging diseases, the aging of the population, artificial intelligence are only a few examples of challenges to face for the health of tomorrow.

Biomedical research in France is structured around three main players: universities, hospital and university centers (CHU) and research organizations – first and foremost the National Institute of Health and Medical Research (Inserm). ), which has just been entrusted with the mission of programming health research at the national level.

Since the 1958 reform, this research has always been considered an essential and strategic mission of university hospitals, reinforced by the law of July 21, 2009 relating to hospital reform and relating to patients.

Even though the Hospital, patients, health and territories law (HPST, 2009) intended to strengthen the cooperation of the various players in hospital-university research, it came up against a lack of visibility and cooperation at the national level between CHUs, and notably vice-presidents responsible for research within the boards of university hospitals.

Because, in fact, the vice-president of research is almost always a hospital-university practitioner affiliated with a research organization, he guarantees the coherence and complementarity of the action of the CHUs with that of universities and organizations. of research, allowing fluidity between fundamental, translational and clinical research which is based on issues arising from care.

Concerned with the implementation of a pragmatic and coordinated research policy, the vice-presidents responsible for research at the university hospitals have decided to come together within a National Council. Its mission is to develop and promote biomedical research within university hospitals, structures in close connection with mixed university research units and ideally placed at the interface between care, clinical investigation and innovation.

Its ambition is to participate in the development of strategic proposals common to the CHU-universities-research organizations triptych in favor of biomedical research. Assuming a societal role, we also wish to participate in the dissemination of the issues, methods, and results of biomedical research to the general public.
