Discussions between the presidential camp and the leaders of the Republicans (LR) have been in full swing since the rejection of the “immigration” bill by the National Assembly on Monday, December 11. The disavowal caused by the adoption of a rejection motion forced the government to urgently convene a joint committee (CMP). This parliamentary body, made up of seven deputies and seven senators, will meet Monday December 18 at 5 p.m. Its mission promises to be delicate: finding a compromise text between the National Assembly and the Senate.

While the negotiations on this CMP have already got underway, the executive makes no secret of its desire to abandon the text in the event of failure. “With his decision, the head of state changes the institutional rules. It puts the Senate and the Assembly on an equal footing, while our institutions provide that the Assembly has the last word. And by doing so, he puts additional pressure on the deputies, and in particular his own, to accept an agreement in CMP. analyzes Philippe Quéré, specialist in parliamentary life.

Within the CMP – where five elected officials from the presidential camp sit, four LRs, two socialists, a centrist, a National Rally and a La France insoumise – the balance of power works in favor of the right and the center. It is for this reason in particular that the LR deputies voted in favor of the motion to reject. The party chaired by Eric Ciotti did a double blow – weakening the government and pushing it to negotiate on its markers, those of the text hardened by the Senate, now a basis for negotiation, for lack of a text from the Assembly.

Converging almost irreconcilable positions

For the moment, the right speaks with one voice, from Olivier Marleix (head of LR deputies) to Bruno Retailleau (his counterpart in the Senate). The objective being to “see the Senate text adopted”, reaffirmed Mr. Ciotti on the social network X, Thursday, after a second meeting with Ms. Borne. The LRs continue to want to impose their views on the government and prepare the ground to blame it in the event of a failure of the CMP. “Elisabeth Borne is leader of the majority, it is up to her to make the agreement and to be respected by her majority”, warned Mr. Marleix on Wednesday.
