The immigration law provokes a barrage from left-wing departments. They denounce the tightening of the conditions for payment to foreigners of the personalized autonomy allowance (APA) – a benefit for which they are responsible – included in the text adopted Tuesday evening in Parliament. The 32 departments led by the left made it known late Wednesday afternoon that they did not intend to apply this measure.

“We, presidents of left-wing departments, refuse the application of the APA component of this law inspired by the extreme right,” they declared in a joint press release, criticizing a law, according to them, “unjust » and “ineffective”.

Universal autonomy allowance

The immigration law establishes a period of five years for non-European foreigners in a legal situation who do not work, and of thirty months for others, before being eligible for benefits such as family allowances or APA. , paid to people aged 60 or over who are losing their independence.

“It is the heart of universal solidarity, of which the departments are the primary guarantors, which is attacked,” denounce the left-wing presidents. “We will continue to fight against the principle of “national preference” by defending social assistance which is and must remain universal, because all the inhabitants of our territories have the right to dignity, wherever they come from” , they assure.

” Shame “

The Lot department was the first to announce, a little earlier in the day, its refusal “to establish national preference in the policies for which it is responsible”. Its president, Serge Rigal (various left), “will propose to the next departmental assembly to create a new universal autonomy allowance which will give exactly the same rights to Lotois who would be excluded by this law,” announced the institution.

Stéphane Troussel, the socialist president of the Departmental Council of Seine-Saint-Denis, also very quickly made known his opposition to the APA aspect of the immigration law. “I will do everything possible to ensure that the department is a Republican shield against national preference. All the inhabitants of Seine-Saint-Denis deserve solidarity and humanity. Wherever they come from. We will continue to pay APA to foreigners in a legal situation,” he declared on the social network X.

Jean-Luc Gleize, the PS president of Gironde and of the group of left-wing departments of the Départements de France association, spoke of “shame” in particular regarding “the tightening of family reunification, access to French nationality and certain allowances” established by immigration law.
