The Brazilian prison system is the scene of a proliferation of cases of torture of prisoners and other disregard for fundamental rights, according to organizations that study conditions throughout the country.

The violent actions of the agents would be aggravated by the maintenance of precarious infrastructure, with the spread of diseases and the restriction of access to water and food. The problems are recurring in all regions of the country. The guarantee of medical care is also neglected, the reports note. Searched, the states assured that they repudiate violence within the units.

“I don’t know why, but several prisoners were attacked, they were shot. I have asthma and I fainted. Even so, they beat me while I was unconscious, they hit me in the nose with a rifle butt and dragged me on the floor. When I came to my senses, I was bleeding and very hurt, I was very humiliated, my physical and moral integrity was completely affected,” says a fragment of a letter written in 2023 by inmate Alan Santos and sent to the Public Defender’s Office of Paraná.

According to expert Bárbara Suelen Coloniese, responsible for reports of the National Mechanism to Prevent and Combat Torture, physical attacks are common, but they are not the only forms of torture in the prison system. “The overcrowded cells have become warehouses for people because there is no medical care, no education, no work, often no hygiene kit. It is an environment that serves no purpose except that of massacre,” she said. Scholars on the subject are conclusive in their assessment that prison conditions strengthen organized crime.
