Tshisekedi spoke in Kinshasa during a popular end-of-campaign meeting for the presidential election which will take place on Wednesday, December 20, along with the legislative, provincial and municipal elections.

“I call you as witness, Congolese people, primary sovereign, and I declare the following before the whole world: if our enemies continue to act irresponsibly by firing a single shot, I will bring together both houses of Parliament to demand authorization to declare war on Rwanda,” he warned.

“This prerogative is granted to me by the Constitution. Don’t worry. Our army is becoming more and more powerful. From Goma, we can reach Kigali. I tell Kagame to joke with other people, but not with me…” he challenged.

“Our enemies seek to sow chaos. They have even managed to recruit Congolese who act like little children to ally themselves with the M23, a group brought into our country by Kagame. Their intention is to declare war on us. I appeal for your support on December 20 to put an end to their actions,” he declared.

After the withdrawal of 7 candidates, Tshisekedi will face, on December 20, 18 other candidates, in a tense climate, marked by insecurity in the east of the country, but also by the recent announcement of the creation of a new platform , “Alliance Fleuve Congo”, led by the former president of the Independent National Electoral Commission, Corneille Nangaa.

This new “coalition” brings together several politico-military movements, including the M23, which resurfaced in 2022, taking control by force of several localities in the east of the DRC and causing massive displacements of populations.

This movement, which was dismantled in 2013, includes many deserters from the Congolese army and supported by Rwanda.
