Just over 150,000 public employees are called today to the second of the two days of strikes called by practically all of the unions -ELA, LAB, CC OO, Steilas, Satse and ESK- throughout the sector (Osakidetza, Education, Administration …). This strike, from which only UGT has distanced itself, is intended to be, due to its general scope, the great offensive of the plants to demand improvements.

The unions justify this avalanche of strikes by blocking the negotiating tables, where no agreements have been signed for more than a decade. Specifically, they argue that they have suffered a loss of purchasing power of 20% since 2009, which is why they demand a 10% increase in the next Budgets and the recognition of the rest as debt. They also demand the end of privatizations and denounce that the exaggerated temporality, now at 44%, is not going to reach the 8% established in the so-called ‘Iceta law’ despite the OPEs called.

This pulse represents a major source of wear and tear for the Basque Government just a few months before the regional elections, after the problems in Osakidetza after the covid have been in the spotlight. The Lehendakari has been very critical of this concentration of strikes and has not hesitated to link them to an “organized and deliberate” strategy of the nationalist left to generate a “climate of social unrest.”

Urkullu and other officials of the Basque Government have recalled on different occasions that the salary increase for civil servants – 3% this year – is established by basic state law and has also pointed out that public employees enjoy better conditions than those in the private sector or the General Administration of the State.

The unions establish minimum services of 30% for public transportation, the usual staff on holidays for hospitals and, like on Saturdays, in primary care centers.
