These are and this is how Elche’s investments are financed for 2024: from the Virgen de la Luz to the demolitions in San Antón

ELCHE. Once the budgets are approved of the Elche City Council for 2024the first of the bipartisan Popular Party and Vox, now have the challenge of managing accounts that raise Chapter 6, that of investments, to one of the most ambitious figures in memory: 57 million euros. Accordingly, there are more than a hundred projects, a complete administrative challenge for a Chapter that never usually reaches its maximum due to the complexity of the administration (with a high expected non-execution) or problems derived from the tenders. How are they going to be financed?

There are several financing formulas, European Next Generation funds that were already planned, loans, self-financing, regional funds from Edificant and the sale of land, an item for which the City Council has provided more than 4 million of euros, and which historically, or at least in recent times, has caused problems because they have barely managed to sell their own land. The previous government team was lowering the sales forecast, because they had allocated those items for important projects. The current one has done the same, starting with an impressive figure like 4 million. In any case, the budget is a ‘living’ document and can always be modified once completed.

Fondos europeos Next Generation

Among the Next Generation initiatives is everything related to the Low Emissions Zone (ZBE), which goes in different games. On the one hand the 3.5 million euros for its implementation, with 2.6 of the European funds and 930,000 in loans; one of the unique platform packs of 1.9 million euros that is also part of the ZBE (1.4 million from the subsidy and half a million from a loan); and the accessibility improvements of public transport, with 1.1 million, 825,000 euros of the subsidy and 290,000 of a loan. For the closure of the bike lane there are 1.2 million (900,000 euros of aid and the rest of the loan); the new 6 electric buses, 1.2 million entirely from the subsidy; and the 55 new Bicielx stations and 400 bikes, with 2.1 million euros (600,000 euros of loan and more than 1.3 of the aid).

On the other hand, the Next Generation European funds also include the actions of the Sustainability Plan in tourism that was achieved and which amounts to more than 2 million euros. The accounts include their first items: 480,000 euros for ‘green transition, Axis 1’; 282,000 euros for the Vinalopó trail; 280,000 euros for the digital transformation of tourist experiences; 300,000 euros for electric charging points and solar panels; and 900,000 euros for the renovation of the Festa and Hort del Gat Museum.

Building Plan

In the educational section, there are eleven pending initiatives of the Edificant plan, where they have been recorded 5.6 million euros for the construction of the Conservatory, although the regional secretary, Daniel McEvoy from Elche, already announced in his visit to the city that the Generalitat for 2024 has only budgeted a small item of previous work for the new infrastructure. Also included are the projects that will surely begin work, because they are already in the offer analysis phase, such as the Virgen de la Luz with 3.9 million euros; Les Arrels with 5.7 million; and others of lower cost but important such as the extensions of the Rodolfo Tomás i Samper, La Baia, the López Orozco gym and the Vicente Blasco Ibáñez gym, with 1.2 million, 1.3, 594,000 euros and 556,000 euros, respectively. Also included in the budget is the removal of fiber cement from La Alcudia, Miguel de Cervantes and Sanchís Guarner, as well as the repair of the Official Language School.

Forecast of 4 million land sales

As for the items that depend on the sale of land to be financed (in principle, since it can always be modified), there are, for example, 778,000 euros for the demolition of the first four blocks of San Antón; half of an amount of one million for land expropriation (the other half, with urban development, the formula that was proposed to square the plot of the Congress Palace); 100,000 euros for fees for urban sectors; 250,000 euros to pay urban rulings; 300,000 euros for urbanization and works fees; 50,000 euros in fees for a pedestrian walkway; a small part of the 600,000 euros for the annuity of the footbridge over the train tracks (with a loan for the rest)…

In general, the majority of items that are contributed to pay with the sale of land have to do with urban planning procedures, but also other more important urban issues. Among them, there are some like 150,000 of the 800,000 for the Jayton project (the rest, loan); 300,000 euros for the rehabilitation of the Huerto de la Virgen house (50,000 on loan) or 100,000 euros for the preliminary project of the municipal footwear school.

Loan and self-financing

Finally, the rest, which is the bulk of the accounts, are through self-financing or loans, which is usual for investments. As for that municipal ‘kidney’, it is allocated for 34 games. Small actions from furniture for public facilities, to shade for the OMAC of Francesc Cantó or the largest ones, 200,000 euros for the rehabilitation of residential buildings, an item that has been reduced compared to 2023, or 160,000 euros of subsidy for eurotaxis.

In loans there are 63 items, where more for those already requested previously, with two still unavailable. This includes the recovery of the Municipal Park (150,000 euros), annuity for the Central Market (480,000 euros), actions in pedestrian spaces (400,000 and 100,000 for land sales), solar street lights in districts (50,000 euros), a plan to improve street trees (100,000 and 100,000 from land sales), Elx Natura (200,000 euros and 150,000 from land sales), Paseo de Germanías (850,000 euros, assuming part of the Edusi), investments in Districts (200,000 euros), accessibility actions in the Raval (400,000 and 100,000 from the Provincial Council’s Plan Plan), improvement of municipal buildings (400,000), modernization of the Grand Theater (60,000), social center of San Antón and Travalón (775,000 euros, it was Edusi), Puertas Coloradas sports center (100,000 euros), Sports Palace (3.5 million, Edusi era) or the renovations in Eucharistic Congress Plaza (50,000), Doctor Ferrán Passage Plaza (470,000 euros), Tanners (500,000 euros) or José García Ferrández (500,000 euros), among others, typical of the PP that it announced during the campaign.
