This is what we read in the proposed amendments to the Strategic Plan sent to Brussels this December. It says: “When defining the level of support, we also took into account that there should be some predictability by ensuring consistency and continuity in the support for farmers, in order to meet the expectations of the beneficiaries who have been the subject of support until now. For this reason, an increase in the level of support of 3% is envisaged to be comparable to that paid in the 2022 campaign.

Variety “Big”

As for fruits – the main group, plums and dessert grapes are included. Branch officials insisted on this even during the initial development of the strategic plan. The authorities supposedly agreed with them, but who knows why they brought plums and grapes under the line, so that support for them would continue to be less.

In the first amendment, this was already changed. The authors justify the decision with a table of direct and total costs of fruit production, which shows that plums and grapes are not low-cost crops:

The required minimum yields for fruits are the same as they were both in the first Strategic Plan and in the previous program period. Namely:

Apples – 11,914 kg/ha;
Strawberries – 4,980 kg/ha;
Krushi – 5,922 kg/ha;
Apricots and greens – 4,970 kg/ha;
Peaches and nectarines – 7,500 kg/ha;
Slivi – 6,246 kg/ha;
Cherries – 4,700 kg/ha;
Cherries – 3,718 kg/ha;
Raspberries – 3,300 kg/ha;
Dessert grapes – 4,500 kg/ha

Applicants with areas with certified organic production and areas in transition to organic farming certify minimum yields from the claimed areas for the relevant crop in the amount of 50% of the minimum yield determined for the crop. The production received and realized on the market is certified with documents for the realization of the production.

In order to avoid the possibility of claiming wine varieties under the intervention, a varietal list will be attached with admissible varieties regarding the “dessert grape” crop.

The Strategic Plan sent to the EC reflects the national decision to introduce modulation in the support, as applied up to campaign 2022 inclusive – higher support up to the 30th requested ha and lower support for the hectares over 30 in the farm in a ratio of 1.5: 1.

The amendment takes effect from 15 March 2024.

Changes for Polish and greenhouse production vegetables

“Potatoes for Starch” fall out of the group of onions and garlic, as they are separated in an independent intervention, according to EC guidelines.

Producers of starch potatoes will be required to provide contracts for the processing of their production concluded with processing enterprises, as well as documents for the realization of the production. The required yield is 19,900 kg/ha. The planned unit amount for support is EUR 716.92/ha.

A new intervention is also planned: Production-related income support for potato seed production. The reason is that a national decision was made to support potato producers in Bulgaria.

Farmers who are entitled to support, declare a minimum of 0.5 ha eligible for
supporting areas with seed potatoes Polish production. To reach the minimum threshold
of 0.5 ha, it is possible to combine it when applying with the production-linked income support intervention for potatoes for the production of starch, but only areas intended for the production of seed potatoes are claimed under the specific intervention. The production of potato seeds is carried out according to Ordinance No. 16/2008 on
trading of seed potatoes on the European Union market and all applicable
national legislation. The control of seeds in the Republic of Bulgaria is carried out by
The Executive Agency for Variety Testing, Approbation and Seed Control (IASAS). The executive agency carries out certification of potato seeds through field inspection of crops, laboratory analyzes to establish their compliance with the applicable requirements and performs subsequent control of certified seed potatoes. BABH carries out phytosanitary control of potato seeds. Beneficiaries of the intervention receive support when, in the relevant year, they have obtained a potato seed yield of at least 10,000 kg/ha. The planned unit rate is EUR 932/ha.

There is a correction in greenhouse vegetables. They are divided into two groups – vegetables from heated greenhouses and from unheated ones. Yields required will be adjusted.

The required crop yield for heated and unheated greenhouses, as well as the definition of
heated greenhouse will be defined in national legislation.

The planned unit amount per hectare for heated greenhouses is EUR 8,184.44 and for unheated greenhouses it is EUR 5,301.

The changes for all coupled support schemes come into effect from 15 March 2024.
