Simulation of a terrorist attack with hostages in the Ángel Guimer Metrovalencia station

The exercise has allowed us to verify the Self-Protection Plan, the coordination of troops and the security measures

In the simulation, the last train heading to Aeroport arrives after midnight at the Ángel Guimer station, when four armed individuals distributed throughout the unit proclaim that it is an attack against the people traveling on board. When the doors open, the majority of travelers leave the unit, fleeing towards the exits and, in the tumult, several people are injured by gunshot wounds and, out of anxiety, blows and falls due to the avalanche stampede.

Some of the travelers call 112, while the driver notifies the Command Post and the Emergency Action Plan for the risk of terrorist attack is put into action as established in the Metrovalencia Self-Protection Plan. Meanwhile, the terrorists barricade themselves in the train, taking a group of travelers hostage. In the police confrontation with the attackers, two of the terrorists flee along the tracks, entering the tunnel.

The exercise aimed to know the internal and external response capacity in case of emergency; check the procedures of the Self-Protection Plan; know and test the operation of the emergency system means with which the stations are equipped, such as tunnel security cabinets, public address systems, emergency exits, etc.; and check the correct coordination between the different external aid.

Personal participant

The FGV personnel who participated in the drill were made up of the Inspector of the Command Post and/or regulator, Telecommand, Traveler Assistance Office, Security Command Post (Security and Reinforcement coordinator), Line Technician, Security and Civil Protection Unit, and the driver.

The external entities that have assisted have been 112 Comunitat Valenciana, Municipal Firefighters of Valencia, Emergency Health Service of the Generalitat, Police of the Generalitat, National Police Corps, Local Police of Valencia and security guards.

The group of extras was made up of students from the Les Alfbegues de Bétera Secondary School, who represented the unit’s passengers and users on the station platforms, including those injured and killed in the drill.

The FGV Security and Civil Protection Unit periodically organizes visits to the facilities and fire simulation practices in different sections of the network, with the aim of familiarizing the company’s personnel with the facilities and safety equipment in supposed emergency situations.
