1,961 inquiries regarding safety deficiencies in workplaces in 2023 at the “Lifeline” hotline of the Safety and Corrections Institute, a decrease of about 23% compared to 2,543 inquiries in 2022. A significant decrease in the scope of reporting occurred during the war, among other things due to the reduction in construction activity in Israel as a result of the fighting.

However, since the beginning of the year, 83 workers have been killed in work accidents, compared to 72 workers last year and 73 workers in 2021, according to ‘Ko LeOved’ data. The number of work accidents reported by rescuers was also higher than in previous years.

The ‘Ko Haim’ hotline was established in 2018 with the aim of allowing the public to report safety deficiencies in workplaces, in particular on construction sites. The instructors of the Institute for Safety and Standards arrive at the workplaces following the reports, and if necessary forward the references also to the safety administration at the Ministry of Labor for enforcement.

In October to December 2023, 288 reports were received, compared to 744 in these months in 2022 and 1,031 in these months in 2021. The war caused a slowdown in the construction industry, which is considered dangerous in Israel, due to the termination of the work of approximately 80,000 Palestinians in the industry and the departure of many foreign workers from the country.

At 274 construction sites, a foreman was not appointed as required

Among the findings found following referrals to the hotline: improper work at height, improper scaffolding, non-presence of a foreman on site, non-use of personal protective equipment (helmet, safety harness, safety shoes), lack of signage and fencing, unsafe use of cranes and cranes, and more.

At 274 construction sites, no foreman was appointed at all as required by law at the time of the guide’s visit to the field. The lack of a general register for the foreman is also a common deficiency. The Safety and Correctness Institute offers a free issuance of a general register for work managers, and professional training on it.

At the beginning of the war, training sessions were held at the Safety and Legal Institute to train new employees and volunteers in necessary jobs in various branches of the economy. The instructors of the Mossad came with safety vehicles to the settlements in the north and surrounding Gaza in order to conduct trainings, and suggest that managers, employees and volunteers contact them to receive professional materials, safety instructions and answers to questions.
