Everything is in the air. Junts and Podemos are positioned as the main obstacles, since they remain installed in the ‘no’. The negotiations have been ‘in extremis’ while today the vote on the three decrees necessary to unblock European funds and prolong anti-crisis measures is being faced. Uncertainty could be the word with which this vote would be defined. Pedro Sánchez is experiencing his first major exam of the legislature.

The PSOE-Sumar coalition government is carrying out negotiations ‘in extremis’ to obtain the support of the Catalan independentists of Junts, who they once again consider essential to be able to carry out the first decrees of the Executive. These range from VAT reductions, transport bonuses and pension increases, to the modernization of Justice and the increase in unemployment benefits.

The Minister of the Presidency, Justice and Relations with the Courts, Félix Bolaños, has assured at the beginning of his intervention to present the judicial modernization decree that if Congress does not validate it, millions of people will be “harmed” just by the fact of harming the Government.

In this way, he has asked the deputies to support the validation of the anti-crisis decree laws approved by the Government, carrying out a vote with the mind set on “the people” and not on “partisan interests”, while recalling the loss of the 10,000 million euros that would result from not carrying out the decrees.

“I ask you to think about the people we are representing”

“When the time comes to vote, I ask you to think about them, to think about the people, to think about the people we are representing, and not about partisan interests that today have nothing to do with the interests of citizens,” he said. said Bolaños.

The minister has also reminded the deputies that “they are here to do good to those who voted for them and not to harm them with politicking that no one understands”, calling on them to do “useful politics, politics that improves the lives of citizens and communities.” families.”

“If you fail today, tomorrow your electricity bill will go up, your pension will go down (…), you will no longer be able to access free public transport and you will have to spend more at the supermarket to fill the refrigerator,” he commented, asking the Congress of Deputies to not return to “social cuts.”

These are three decree laws that have been negotiated with Junts and that other investiture partners are pushing for their improvement through their processing as bills. Meanwhile, the Catalan independentists see the application of the amnesty law in the norm linked to Justice in danger, since a judicial case could be put on hold by presenting a preliminary ruling before the Court of Justice of the EU.

The arrival of European funds, at stake

The arrival of European funds, the extension of measures to contain the rise in inflation, the 3.8% increase in contributory pensions or the extension of the ban on evictions for vulnerable households and the increase in the income threshold to access to mortgage relief measures are measures that are in play.

Both the Government and the PSOE have appealed for responsibility while they hope to reach an agreement. They also warn that they are betting on negotiation until the last minute after having maintained several contacts with the PP to obtain their support or abstention, although they have not yielded results.

Together and Podemos, keys

The focus is on Junts, which asks to facilitate the return of companies to Catalonia or sanctions for those that do not want to return. This is an issue on which the socialists have not made a clear statement. In the case of reaching an agreement with Junts, the decrees could be validated with the condition of being processed through amendments, since other partners such as EH Bildu, ERC and BNG will ask for this to be the case despite the fact that they advance that they will not hinder voting.

For its part, the group led by Ione Belarra insists on its rejection of the decree increasing unemployment benefits for those over 55 if it is not modified by assuming a cut in contributions that entails a reduction in the pensions that those over 55 will receive. 55 years unemployed. Only his abstention would save him if Junts supports him.

At the moment, the decrees only have 165 votes secured (PSOE, Sumar, ERC, EH Bildu, PNV and CC) compared to the PP, Vox and UPN who would add 170 votes against. The 7 deputies from Junts and the 5 from Podemos remain up in the air.
