There were attempts to split the Renaissance group following the adoption of the immigration law. There was outrage after the appointments of several former Sarkozy supporters during the January 11 reshuffle. Was Gabriel Attal’s general policy speech finally going to reassure the supporters of a left wing within the majority after several weeks of turbulence? “I wasn’t worried, so I didn’t need reassurance”cuts short Sacha Houlié (Renaissance), the president of the law committee, whose vote against the “immigration” law, on December 19, 2023, was one of the most noted.

And, according to the latter – presented as one of the last leaders of the left wing having campaigned in his youth in the Socialist Party – the Prime Minister almost achieved a flawless performance, by taking over several proposals transmitted by those who share his line. To cite pell-mell solidarity at the source, which should make it possible to fight against non-recourse to social assistance; the return of on-call obligations for doctors, symbol of a strengthening of public service; or the emphasis placed on the energy mix combining nuclear and renewables, which is however not new.

Once again, the measures supposed to balance the majority weighed very little compared to those borrowed from the right, from the reform of the RSA to the new screws on unemployment insurance. One of the most emblematic points concerns the reform of State medical aid (AME), a system which allows undocumented immigrants to receive care, at one time considered a red line not to be crossed by deputies Renaissance during the vote on the “immigration” law. The Prime Minister confirmed that he would keep the commitment made by his predecessor, Elisabeth Borne, with Les Républicains (LR) to reform it before the summer, specifying that this would be done by regulatory means – that is to say without a vote in Parliament.

End a trying sequence

These two modalities have the benefit of offering the most recalcitrant a way out in order to end this trying sequence for Renaissance. “There is no harm in repeating the Stefanini-Evin report which describes the AME as a “useful device” and “generally controlled””thus justifies the Renaissance MP for Yvelines Nadia Hai, who had nevertheless expressed her strong opposition to the “immigration” law. “We are not closed to this reform, particularly on the question of the basket of care and the conditions of access, which deserve to be looked at”she adds.
