The details of the bill for private universities were presented by the Minister of Education, Kyriakos Pierrakakis.
After the intimidation and violence in some cases against students, the Minister of Education Kyriakos Pierrakakis made known the content of the private universities bill that will be titled “Strengthening the Public University – Framework for the operation of non-profit branches of foreign universities”.
At noon on Wednesday, a relevant presentation was made at the Ministry of Education, in Maroussi, outside of which students gathered to protestat a time when approximately 150 schools across the country remain under occupation.

Speaking the Minister of Education and Religious Affairs, Kyriakos Pierrakakiscalled the Higher Education Bill a “historic step”, pointing out that the government is “resolving decades of backlogs”.

He then announced the establishment of private HEIs under the supervision of the state, which will have the legal name Legal Entities of University Education.
According to him, their establishment will take place after the approval of the National Authority of Higher Education and the opinion of the National Organization for Certification of Qualifications and Professional Guidance. The degrees will be stamped by the Ministry of Education and Religion and will be recognized by DOATAP.
«Their opening will take place from the academic year 2025-2026. For their operation, letters of guarantee of 500,000 and at least three schools with the exception of the top 20 universities of the planet are required. The admission will be made through Panhellenic and they should meet the corresponding Minimum Entry Basis of the scientific field”.
Essentially, however, the above link will be for the next 1-2 years, as long as the discussions on the national high school diploma and the abolition of the Panhellenic Courts proceed.

The bill, as Mr. Pierrakakis said, is going to be posted on public consultation until tonight.
According to the minister, the minimum cost for the establishment of such a branch amounts to 2 million euros, which is broken down into a cost of 500,000 euros for each of the three schools that he will necessarily establish and 500,000 euros for the cost of the buildings at least.
The top 20 internationally ranked universities in the world are excluded who will be able to establish a school.
Non-state universities will begin accepting student applications from September 2025.

The establishment’s criteria, he said, are the strictest in all of Europe and the authority responsible for their compliance will be the National Higher Education Authority.
The affiliates will be legal entities of university education, linked to a parent university which will be responsible for the study programs, while the parallel employment of public university teaching staff in the non-state non-profit universities will not be allowed.
