The Minister of the Interior, Gérald Darmanin, announced on Sunday February 11 “the end of land rights in Mayotte”, “in response to the migration question” in this French department of the Indian Ocean. “We are going to take a radical decision which is the inclusion of the end of land law in Mayotte in a constitutional revision”declared Mr. Darmanin upon his arrival, Sunday morning, in the archipelago, paralyzed for three weeks by roadblocks of citizen groups to protest against insecurity and uncontrolled immigration.

That means “that it will no longer be possible to become French if you are not yourself the child of French parents”detailed the minister, ensuring that this “will literally cut off the attractiveness” what Mayotte can have, faced with strong immigration from the neighboring Comoros in particular. “It will no longer be possible (…) to give birth to a child here and hope to become French that way”he developed, evoking “an extremely strong measure”.

Mr. Darmanin specified that the abolition of land rights in Mayotte will make it possible to “end the territorialized visa”a system which prevents holders of a residence permit in Mayotte from coming to France and whose removal is one of the demands of citizen groups. “Since we will have many fewer residence permits and we will no longer have the possibility of being French when we come to Mayotte, territorialized visas will not[auront] no more place to be »affirmed the Minister of the Interior.

According to Mr. Darmanin, the abolition of territorialized residence permits must be recorded in a bill on Mayotte which will be studied in the National Assembly “in the coming weeks”.

“The authority of the State [à Mayotte] will be measured not simply in the number of additional police officers and gendarmes, but in the change in law, undoubtedly very profound, which is necessary to prevent the arrival of these people.declared Mr. Darmanin on February 1, during a conference on overseas territories organized by Point, in Paris. At Mamoudzou hospital, he emphasized, “90% of births are not Mahorais births”. Before mentioning “women who almost give birth in the kwassa” – the kwassa-kwassa, these fishing boats by which nationals of the neighboring Comorian islands travel irregularly to the French archipelago.

“An upcoming constitutional change” is therefore envisaged, included in the calendar for 2024, he said. “We will have to change, in the Constitution, the rules of land law and access to nationality if we want to radically change things in Mayotte”had further assured Mr. Darmanin.
