The blue card was invented for the sake of weak referees

The British call tactical fouls cynical, a violation without attempting to play the ball, but there is no such thing in the rules. We read in the explanatory dictionary the meaning of the word “cynicism”:
A defiantly disdainful and contemptuous attitude towards something to the point of arrogance and shamelessness.
The word “cynicism” is based on the Greek word for “dog”, which means “canine attitude”. How do you distinguish a “cynical” foul from a “less cynical” foul? Even between a yellow and a red card it is not always possible to draw a clear line, although over half a century we have learned to distinguish the reasons for issuing them. There will be even less difference between a blue and a yellow card.
The IFAB failed to clearly explain handball. How will they write down the category of specific fouls that need to be punished with blue cards for “cynicism”? Where is the line of “disagreement” if the same fouls result in yellow cards?
