The Colombian ambassador to the United States, Luis Gilberto Murillo, was appointed as Minister of Foreign Affairs on a provisional basis.
This decision was made through Decree 150 of February in progress.which also ordered the provisional suspension of the outgoing minister Álvaro Leyva Durán, ordered by the Attorney General’s Office.
Decree 150 establishes that Ambassador Murillo Urrutia will assume the position of minister for a period of three months, counted from its issuance. Furthermore, it is specified that this designation is made “without prejudice to the exercise of the functions of his position” as Colombian ambassador to the United States.
The measure arises in the middle of an administrative process against the outgoing minister Álvaro Leyva Durán, and seeks to guarantee continuity and efficiency in the management of the country’s foreign relations. President Petro trusts in the experience and ability of Ambassador Murillo Urrutia to temporarily hold this important position in the National Government.

Given this situation, Chancellor Leyva issued a statement in which he expressed his compliance with the disciplinary measure, announcing his departure from his duties as Minister of Foreign Affairs. In his words, Leyva declared: “It is my wish to specify that I continued to exercise the functions of Minister, understanding, with the advice of my attorney, which was the Disciplinary Instruction Chamber itself, in the order of January 24, 2024, which “He decided to send a copy of the ruling to the President of the Republic so that he could comply with the provisional suspension measure.”
In addition to the suspension, the Attorney General’s Office also confirmed the opening of a new disciplinary investigation against Leyva Durán for alleged contempt of the provisional suspension measure, despite having been duly notified and despite the fact that it had to be complied with immediately.
