The Attorney General’s Office has reached an agreement in the case of the threats directed at journalist Luis Carlos Vélez.

The person responsible for the intimidating messages, identified as Carlos Esteven Jaramillo Isaacs, has accepted his responsibility, offering public apologies and pledging not to repeat such behavior.

The process culminated with the declaration of legality of the principle of opportunity by a criminal judge with a guarantee control function. This principle, presented by the investigating entity, complies with the established legal requirements, guaranteeing comprehensive reparation to the victim and ensuring the non-repetition of the investigated event.

In his capacity as victim, journalist Luis Carlos Vélez Marroquín has accepted that the person under investigation makes a video expressing his public apologies, showing regret for his actions and guaranteeing that he will not carry out this type of behavior again, not only against the journalist, but against any other person. This video will be broadcast on Jaramillo Isaacs’ social networks and in mass media.

The investigation, carried out by a prosecutor from the Threat Group of the Specialized Directorate against Human Rights Violations, revealed that Carlos Esteven Jaramillo Isaacs threatened journalist Luis Carlos Vélez Marroquín from his social network account on August 1, 2021.

The legal process began on January 16, 2023, when the Prosecutor’s Office presented the defendant before a judge to charge him with the crime of threats. However, the charge was not accepted at the hearing. In September 2023, the defense asked the Prosecutor’s Office to end the process early, and the victim agreed to this request.
