The Attorney General’s Office (FGR) began its investigations on February 5, just after the elections, to determine the causes behind the failures in the system for transmitting electoral records. The Attorney General, Rodolfo Delgado, confirmed that they are collecting relevant evidence to clarify what happened and promised to continue the investigation.

On February 4, during the presidential and legislative elections, the system for transmitting minutes prepared by the Vote Receiving Boards (JRV) was paralyzed, preventing the sending of the majority of the electoral records. This interruption led the Supreme Electoral Tribunal (TSE) to announce the opening of the electoral packages to carry out a vote-by-vote count, which prolonged the final counting process for two weeks.

According to Guillermo Wellman, electoral magistrate, the failures were not related to electoral logistics, but rather arose in the TSE’s Computer Systems Unit, where attempts to improve the transmission system left room for the failures that occurred.

The investigations of the Prosecutor’s Office and the statements of electoral officials aim to clarify the circumstances surrounding these technical failures, with the aim of preventing their recurrence in future electoral processes and guaranteeing the transparency and reliability of the Salvadoran electoral system.
