March 31 is the deadline for paying the fee for owning a dog in Targovishte municipality. For the territory of the city it is BGN 10, and for the villages – BGN 5, the municipality reminds.

According to the law, dog owners are required to register their pets with the Department of Local Taxes and Fees within three months from the date of their acquisition. Dogs acquired after March 31 must be declared to the municipality within one month. To be registered in the municipal system, the dog must have a passport and a microchip inserted.

The owners of neutered pets, guide dogs, hunting dogs and others specified in the Veterinary Medical Activity Act are exempt from the fee. However, this does not release their owners from the obligation to chip and register them.

The fine for not having a microchip is BGN 200. During inspections in 2023, 35 investigative reports were drawn up of owners whose dogs were without a passport issued by a veterinarian and/or without a chip. Within a week from the drawing up of the protocols, all owners have fulfilled the prescriptions in them and registered their four-legged animals in the proper order.

Currently, the number of dogs registered in “Local Taxes and Fees” is 2117. For 2023, the amount collected from the fee for owning a dog is BGN 12,555. The funds are used to implement the program to control the population of stray animals and the needs of the municipal shelter.

In the past year, 305 animals were castrated in the shelter. There are over 100 dogs housed there. 54 have been adopted, most of them abroad.
