They aim to build a new 1,425 megawatts of renewable electricity generation capacity, along with 350 megawatts of batteries

The Ministry of Energy announced two procedures for the construction of RES with batteries under the recovery plan, Rumen Radev’s department announced.

The first is “Support of new capacities for the production of electricity from renewable sources and storage of electricity with an installed capacity of 200 kilowatts to 2 megawatts”.

The second is “Support of new capacities for the production of electricity from renewable sources and storage of electricity with an installed capacity of over 200 kilowatts”.

They support the construction of 1,425 megawatts of new renewable electricity generation capacity on the grid, along with 350 megawatts of electricity storage facilities.

The first – for RES with small batteries with an installed capacity of 200 kilowatts to 2 megawatts has a total budget of BGN 107,570,650, the non-reimbursed financing is for the batteries. With the financing under it, a minimum of 200 megawatts of solar and wind plants will be built in combination with a minimum of 100 megawatts of batteries.

There is no minimum amount of financing, and the maximum for a proposal for one project for one enterprise is up to BGN 35,854,000.

The maximum intensity of grant funding is up to 50% of the eligible costs, but no more than BGN 1,075,706 (without VAT) per megawatt.

In order for the investment proposal to be eligible, it must be for no more than 1/3 of the total capacity quota for storage facilities under the procedure.

Eligible under the procedure are companies from all sectors of the Bulgarian economy, with the exception of those from agriculture, forestry and fisheries.

The second procedure – for RES with large batteries – over 200 kilowatts, but without an upper power threshold, is for BGN 427,554,438. Projects for new RES with storage facilities will be financed, but the grant is only for energy storage facilities .

The aim is to build a minimum of 940 megawatts of RES in combination with a minimum of 200 megawatts of batteries. There is no minimum amount of financing, and the maximum for a proposal for one project for one enterprise is up to BGN 58,674,900.

The maximum grant-in-aid for an applicant is up to 50% of the eligible costs, but no more than BGN 743,215 (without VAT) for 1 megawatt of installed battery capacity.

The investment proposal must be for no more than 1/3 of the total capacity quota for storage facilities under the procedure. Eligible under the procedure are companies from all sectors of the Bulgarian economy, with the exception of those from agriculture, forestry and fisheries.

The deadline for submitting project proposals is 4:30 p.m. on June 12, 2024, according to the Ministry of Energy.

The submission of project proposals is carried out entirely electronically by filling in a web-based application form and submitting the form and accompanying documents through the Information System for the Mechanism (IMS) – the Information System for the Management and Monitoring of the EU Structural Instruments in Bulgaria (ISUN 2020 ), section “National Recovery and Resilience Plan”, only with the use of a valid Qualified Electronic Signature (KEP), through the “E-application” module at the following Internet address:

In the first version, this investment was for 1.4 billion euros and for capacities of 1.4 gigawatts of RES with batteries. At that time, five auctions were planned. The grant has now been shrunk by nearly three times and is in two procedures, due to a reduction in the time until 2026 when funding under the Recovery and Resilience Plan expires.

The delay in these auctions was due to the reformatting of this investment. Well-informed people say there have been disputes with Brussels, where they have been pushing for large batteries.

Due to the reduced time, it has now been decided to combine the first four tenders into two. The third procedure (or the fifth tender) will be developed according to the results and experience gained from the previous two.
