The Ministry of the Interior is looking for a technical solution that would make it possible to quickly notify people throughout Estonia of danger, even if the mobile phone is switched to silent mode, writes ERR.

When the government began to create a system of SMS danger alerts, they thought about how to warn people about local dangers, such as a man-made accident or a major traffic accident. Mass sending of text messages to all subscribers in a small area can be carried out in a few minutes.

However, it will take half an hour to notify all subscribers in Estonia, and the longer the message, the longer it will take to send it out.

The advantage of SMS is that it can be received even by old push-button phones, but the disadvantage is that, depending on the phone settings, people may not notice the message; an additional system could solve this problem as well.

“Basically, this means that the phone will start ringing very loudly, probably with flashes of light or vibration,” Lucht-Kallas explained. – A person could not turn off the highest level alarms himself [в своем телефоне]”.
