The Supreme Judicial Council issued a decision specifying the conditions and controls “for pardoning the implementation of the remainder of the sentence imposed on convicts.”

The Council stipulated that the convict must have served at least half the term, or a quarter of the sentence for those who suffer from a chronic disease and need special medical care or who are over 60 years of age.

With regard to those sentenced to life imprisonment, the Judicial Council required that the convict spend a period of no less than 15 calendar years in prison.

The Council also imposed on the pardoned person the amount of “restitution and fines” imposed to the state treasury, excluding repeat offenders and those involved in armed gang formations from the pardon.

In return; The Supreme Judicial Council also identified those to whom the amnesty decision does not apply, the first of those categories; Those convicted of crimes related to terrorism, crimes against state security, and crimes of retaliation and border crimes.

He is also deprived of pardon according to the decision. Those convicted of crimes of premeditated murder, attempted murder, beatings leading to death, and kidnapping, in addition to those convicted of crimes of theft by force, unless reconciliation is made with the victim.

The amnesty also does not apply according to the Council’s decision. Those convicted of drug crimes whose sentence exceeds 10 years.

The Supreme Judicial Council referred to the Public Prosecutor the task of assigning public lawyers to examine the files of convicts and prepare lists of those included in the amnesty in accordance with the decision.
