On the 1st, four days after the controversy arose, Democratic Party candidate Yang Moon-seok (Ahn San-gap, Gyeonggi-do) announced that he would “dispose of” the apartment in Jamwon-dong, Seocho-gu, Seoul, where controversy arose over an “expedient loan” by borrowing 1.1 billion won in the name of his college student daughter. As the repercussions grew, the Saemaul Geumgo Federation began an on-site inspection of Daegu Suseong Saemaeul Geumgo, which made the loan, and the People Power Party reported Candidate Yang to the prosecution, belatedly attempting to resolve the situation. On this day, the Democratic Party also drew a line against party-level actions, such as canceling candidate Yang’s nomination.

Candidate Yang said this afternoon, “I will urgently repay the Saemaeul Geumgo loan by selling the apartment to avoid any further controversy,” and added, “I apologize once again for causing concern to the people and citizens of Ansan.” He continued, “If any loss occurs during the disposal process, I will bear it, and if any profit occurs, I will also donate the entire amount to a public interest organization.”

Candidate Yang has been suspected of participating in ‘illegal work loans’ after it was revealed that he received a business loan in the name of his college student daughter. Candidate Yang has argued that “the loan was made through a method suggested by Saemaul Geumgo,” and that “a fraudulent loan means that there must be a person or institution that suffered damage from fraud.”

Five officials from the Saemaul Geumgo Federation began an on-site inspection at the Suseong Saemaul Geumgo office around 8:20 a.m. on this day. They are conducting an overall review of the process by which Candidate Yang’s daughter obtained a loan in the name of business funds, and the inspection is said to take up to a week. The person in charge of Suseong Saemaeul Geumgo, who approved the loan to candidate Yang at the time, has now resigned.

Democratic Party Standing Joint Election Committee Chairman Kim Boo-gyeom said on this day, “I acknowledge that (the controversy) clearly goes against the public’s expectations,” but regarding the possibility of Candidate Yang’s nomination being canceled, he said, “I think it would be difficult to make a rash prediction.”

People Power Party floor leader Yoon Jae-ok and others visited the Saemaul Geumgo Central Association in Gangnam-gu, Seoul on this day and met with Central Chairman Kim In and others. A party official said, “During the interview, we confirmed that candidate Yang received a ‘corporate general fund loan.’” This morning, the People Power Party submitted a complaint to the Supreme Prosecutors’ Office containing details related to candidate Yang’s alleged violation (fraud) of the Act on the Aggravated Punishment of Specific Economic Crimes.
