The bill that sought a change in the Health System in Colombia suffered a harsh defeat in the Senate, being shelved after the third debate.

With a total of nine votes in favor and five againstthe proposal presented by the Government of Gustavo Petro did not achieve the necessary support to continue on its legislative journey.

After more than a year of arduous discussions and debatesthe proposed health reform collapsed this Wednesday in the Seventh Committee of the Senate. The majority decision of the members of the commission was clear: to archive the presentation, which means a considerable blow to the aspirations for transformation in the country’s health system.

The project, initially conceived by then-minister Carolina Corcho and later defended by the current minister, Guillermo Alfonso Jaramillo, failed to generate the necessary consensus among legislators. Despite the fact that nine congressmen had publicly expressed their intention to vote against it for several days, The Government persisted in its efforts to keep it standing, without obtaining the expected result.

The reform proposed a profound restructuring of the health system, with the intention of changing the nature of the EPS and transferring many of their responsibilities to new entities called “Life and Health Managers«. However, as often happens in this type of initiative, the lack of agreement and political disagreements prevented its progress.

Reactions

Senator Paloma Valencia: “The file of the health reform project has just been voted on; The disastrous reform collapsed. With 9 votes in favor. The right to health triumphs. Now comes the outrage of the government that seeks to ignore the democratic decision.

Senator David Luna: “I am glad that the Seventh Senate Commission has sunk the disastrous health reform of Mr. President @petrogustavo. What good news for patients and for Colombians. We hope that the President deactivates his vindictive and authoritarian actions and stops EPS’s intervening to lead the system to failure. “You have to put your ego aside to govern.”

Sergio Fajardo: “The controversial health reform has fallen. It is clear that the system needs changes, but it must be a joint and transparent effort. The president, his ministers and the congressmen of the Pact must understand that the solutions arise from open dialogue with citizens, not behind closed doors and distributing favors.
