The procedure for sending Bulgarian language lecturers to foreign universities has been eased with a change approved by the government in the decree on securing teachers in higher education institutions abroad. The purpose of the amendments prepared by the Ministry of Education and Culture is to create conditions for an even more effective implementation of the policy of strengthening, popularizing and strengthening foreign Bulgarian studies. This is expected to have a positive impact both on the image of Bulgarian lecturers in foreign higher schools, and on increasing the interest of foreign students in the Bulgarian language, literature and culture. This was announced by the press center of the Ministry of Education and Science.

The right to send lecturers will now also be available to the state higher schools where the Bulgarian language is taught, without requiring accreditation in the professional field “Philology” from the field of “Humanities”. The indicators for measuring the results achieved by the seconded teachers are also being added, and they will include activities related to the promotion of the Bulgarian language, literature, traditions and culture abroad. The term for secondment is directly linked to the results of the work abroad for each academic year and can be up to 6 years, provided that there is agreement from the lecturer, the sending Bulgarian institution and the host foreign university.

The range of potential candidates is expanded, allowing the participation in competitions not only of teachers holding academic positions, but also of those who are in teaching positions, according to the Law on Higher Education. Reduces the teaching experience requirement (from 3 to 2 years) required of applicants by removing the requirement that it be continuous for the past five years.

An opportunity is provided for recognition of the study load and the developed academic activity of the seconded teachers for the purposes of their academic development in Bulgaria.
