Cyber warfare has become a phenomenon of the last 50 years and its importance is growing every day. Its capabilities are expanding and covering larger territories. Countries are forming cyber troops, figuratively speaking, modern wars are being waged. Azerbaijan also attaches great importance to this. Cyber warfare and cyber attacks are in focus at the 11th Global Baku Forum.
As Day.Az reports, in a commentary to Azernews on this matter, military expert Adalat Verdiyev noted that cyber wars are the arena of struggle of modern information technologies, computers, online control systems and computer networks, which is a component of hybrid war, also includes cyber attacks, espionage and surveillance operations. He recalled that currently in many developed countries of the world cyber troops have been created as a separate type of command. For example, in the USA there are more than 20,000 of them.
“We can say that cyber capabilities are widely used in almost all wars and military operations conducted in recent years. In other words, with the outbreak of wars against the opposing side, not only the military, political, diplomatic and economic potential of the country, but also cyber capabilities are used on a large scale. The impact of cyber warfare affects many areas, including power networks, the banking system, civil and military-industrial complexes, especially the channels and means of controlling people and institutions that govern the state, computer networks, etc.” – said the expert.
According to him, this is a component of information security and in many countries special government agencies deal with this area. He noted that in our time, the most valuable resource in modern wars is information, and it is very important to protect the security of this information from cyber attacks. As a result, to ensure the effective and safe functioning of law enforcement agencies and senior officials involved in public administration, they must be provided with secure communication channels, and it is very important that the information transmitted through these communication channels is fully protected.
“Information security includes many aspects, such as the fight against hackers, spies, viruses and cyber attacks, as well as measures against phishing of various data. Today, Azerbaijan has adopted the National Information Security and Cybersecurity Strategy for 2022-2025, and these activities are carried out in accordance with three-year action plan. I can state the fact that during the 44-day war, the State Communications and Information Security Service of the Republic of Azerbaijan prevented about 3,000 cyber attacks. Also, these institutions continued their activities during various conflicts and anti-terrorism activities that took place after the war,” said Adalat Verdiev.
He added that currently, institutions to combat cyber attacks have been created in all law enforcement and civilian structures of Azerbaijan, and their activities are carried out in a coordinated manner with the state service of special communications and information technologies.
“Protection of information processes by the public service, protection of information resources, prevention of possible cyber and other possible threats, various activities related to risk assessment and management are carried out in government agencies. The rules for the use of special types of communications in Azerbaijan and lists of users are determined personally by the president. This shows how much importance the state attaches to the issue of security,” concluded A. Verdiev.
