Nine days before the end of the state of emergency, President Daniel Noboa ordered the creation of a security crisis management committee.

In addition, it reformed the competencies and restructured the Ecu911 Security System, after 13 years of operation. For this, Noboa signed executive decrees 213 and 214, respectively, on March 28, 2024.

It occurs after a new riot in the Guayaquil regional prison that left three prisoners dead and another six injured, and new acts of criminal violence in different cities.

In the first case, it points out that the Crisis Management Committee will be “a high-level management body, in charge of coordinating and uniting inter-institutional actions of the Executive Function in times of security crisis, to articulate the response and make immediate decisions. that allow us to solve the crisis.”

The Decree defines security crises as “internal or external conflicts, such as civil wars, riots and serious alterations to the order of deprivation of liberty centers; insurgencies or foreign invasions and terrorist attacks perpetrated by local or international groups, which may cause panic, death, destruction and a general feeling of insecurity in the population.

In addition, it includes “organized crime, cyber attacks, such as data theft, sabotage of critical infrastructure or online disinformation, which can have a significant impact on national security and social stability.”

The body will be composed of: The President of the Republic, or his delegate, who will preside over it and will have the casting vote; The head of the entity that exercises coordination functions between the bodies that make up the public security system and the State, or his delegate; The head of the governing entity of citizen security, internal protection and public order, or his delegate; The head of the governing entity of national defense, or his delegate. The head of the governing entity of governance and political management, or his delegate; The head of the governing body of the National Intelligence System, or his delegate; and, The head of the technical body of the National Social Rehabilitation System, or his delegate.

Likewise, Noboa considered that it is “crucial” to reform Executive Decree No. 988, of December 29, 2011, which regulates the implementation of the ECU-911 Integrated Security Service. This, he assures, “with the purpose of providing greater clarity and precision to the functions, responsibilities and structure of this public body, thus ensuring its effectiveness and efficiency in the provision of security services and emergency care.”

The reforms imply that the Ministry of Telecommunications, the National Transit Agency; and, other public institutions may be required by the Intersectoral Committee of the ECU-911 Integrated Security Service to provide technical support.

The service includes receiving calls, viewing video surveillance, monitoring alarms and alerts; as well as, the coordination of the provision of resources for emergency response response, in matters of health, citizen security, public order, traffic and mobility management, health management, risk management, management of municipal services and others that may be necessary. .
