To date, 51 contracts have been concluded to increase the energy efficiency of multi-family residential and public buildings with funds from the National Plan for Recovery and Sustainability. The Ministry of Regional Development and Public Works is the responsible structure for the implementation of these procedures. The first 13 contracts for increasing the energy efficiency of multi-family residential buildings were signed with a grant from the National Plan for Recovery and Sustainability in the amount of BGN 17,946,041.76. As a result of the investment, the residents of 738 independent units in these buildings with a total built-up area 69,096 sq. m will live in warmer and more comfortable homes. The contracts were concluded with the Municipality of Svishtov, which was the first to submit project proposals under Stage I of the procedure “Support for sustainable energy renovation of the residential building stock”. For its part, the local administration must also sign contracts with the approved blocks.
The purpose of the planned measures as a result of conducted energy surveys is to improve the energy characteristics of these blocks and to reach energy consumption class “B”, to achieve a 30% saving of primary energy for each object in them, to reduce the emissions of greenhouse gases, 30% primary energy savings for each object of the residential building stock, reduction of energy poverty by reducing energy costs, improvement of living conditions and quality of life through technological renewal and modernization of the building stock, etc.
A total of 756 multi-family residential buildings in 102 municipalities have been approved for rehabilitation with funds under the “Support for sustainable energy renovation of the residential building stock – Stage I” procedure. 1,128,694,945.76 will be invested in measures to increase the energy efficiency of these blocks. leva.
The submitted projects under Stage II of the procedure “Support for sustainable energy renovation of the residential building stock”, the application deadline for which expired on March 28, are considered by a commission formed for the purpose in the Ministry of Regional Development and Public Works.
Separately, with funds from the Recovery and Sustainability Plan, 292 proposals have been approved in the country under the procedure for sustainable energy renovation of public building stock. Of these, 139 are for administrative buildings, 112 are for cultural buildings and 41 are for sports buildings for a total of BGN 409 million. The procedure aims to introduce energy efficiency measures to achieve a minimum “B” energy consumption class and to save at least 30% of the primary energy of the buildings.
Proposals have been submitted for public buildings from 131 municipalities, 20 state and regional administrations, 10 regional fire safety and population protection offices, regional offices of the Ministry of the Interior, community centers, opera houses, libraries, cultural centers, art galleries, multi-purpose sports halls, stadiums, swimming pools, etc.
26 contracts worth BGN 52,351,266.56 have already been signed, of which BGN 45,091,192.63 are the grants under the Recovery and Sustainability Plan, and BGN 7,260,073.93 are co-financing by the applicants.
Another 47 contracts have been sent for signature by the applicant, after which they will enter into force. This is to be done for another 79. 40 invitations for submission of documents by the candidates have also been sent. Contracts have been prepared for the financing of another 95 sites, for which documents are expected to be submitted in order to be concluded.
Verification of the approved candidates under the procedure for energy efficiency of enterprises is carried out, after which the conclusion of contracts will also begin.
The Bulgarian Academy of Sciences is already working on the 12 signed contracts for BGN 35.8 million in grants under the procedure for increasing energy efficiency in public buildings of the BAS under the Recovery Plan from the Recovery and Sustainability Mechanism.
For the 15 approved projects under the “Eco-friendly Mobility” procedure, which is also managed by the Ministry of Internal Affairs and Communications, invitations for the submission of documents have been sent to the applicants, after which the prepared contracts for co-financing by the NPVU will be concluded. They have a total value BGN 98.4 million. Almost BGN 28 million is the municipalities’ own contribution. It will be invested in part of the activities set out in the proposals. The projects envisage the delivery of 97 new vehicles with zero emissions, as well as the construction 68 charging stations. Intelligent transport systems will be implemented in 7 municipalities. The General Plans for traffic organization of 15 municipalities will be developed or updated, and infrastructure measures to support pedestrians and cyclists will be implemented in 17 municipalities, including the construction of almost 30 km of bike lanes The projects will be implemented by municipalities that have applied in partnership with other municipalities and with operators of public passenger transport services.
Through the implementation of the projects, the main objectives of the procedure must be achieved, which are related to support for sustainable urban mobility through measures for the development of ecological, safe, functional and energy-efficient transport systems, creation of public transport with less energy consumption, which will result in saving a public resource; realization of effective connectivity between urban and rural areas.
