In line with enforcing what has been established for years: no one can earn more than the President of the Republic, the Ministry of Labor reformed the scale of ceilings for unified monthly salaries in the decentralized autonomous governments and thereby reduced the maximum that they could win prefects and mayors.

There are ten authorities to whom this adjustment is made: eight prefects and two mayors. They will now have a ceiling of $5,060 and no longer $5,510:

  1. The mayor of Quito, Pabel Muñoz
  2. The mayor of Guayaquil, Aquiles Alvarez
  3. The prefect of Guayas, Marcela Aguiñaga
  4. The prefect of Pichincha, Paola Pabón
  5. The governor of Azuay, Jota Lloret
  6. The prefect of Manabí, Leonardo Orlando
  7. The prefect of El Oro, Clemente Bravo
  8. The prefect of Loja, Mario Mancino Valdivieso
  9. The prefect of Los Ríos, Johnny Terán
  10. The prefect of Esmeraldas, Roberta Zambrano

The adjustment is carried out through two ministerial agreements issued by the Minister of Labor, Ivonne Núñez, on March 23, which explains that in the event that the values assigned to the unified monthly remunerations are higher than the ceilings established, the competent authority will issue the corresponding regulatory act, so that they immediately comply with the provisions of this agreement.

This is because the ceiling is not necessarily what the sectional authorities are earning. For example, last week the mayor of Guayaquil, Aquiles Alvarez, said that his salary is $0.30 below what the president earns, since it is $5,049 per month.
