The Senate fact-finding mission submitted its report on Wednesday on the summer riots, with proposals concerning messaging services, singled out for their role in the violence. The document, which Le Parisien was able to consult, suggests allowing in certain cases intelligence and investigation services to have “access” to exchanges held on private loops in the event of a state of emergency.

These had been used by the rioters to organize themselves away from prying eyes. It was on a Telegram loop that, for example, a planned attack against the Happy Café, an LGBT establishment in Brest (Finistère), was launched in June. “The guys prioritize the Happy Café, we burn the PDs until they die in hell”, we could read on the private channel “Émeute Brest Chat”. The call prompted the bar owner to temporarily close its doors.
