KBS live discussion on 13th, 14th, 20th, 21st
500 citizens will participate in four discussions on national pension reform starting on the 13th.
The Public Debate Committee under the National Assembly’s Special Committee on Pension Reform announced on the 12th that it held a general meeting on the 11th and deliberated and confirmed the survey composition plan and the detailed plan for the deliberation debate.
The 500-member citizen delegation deliberation debate will be held distributed across KBS’ five regional broadcasting stations (Seoul, Busan, Daegu, Gwangju, and Daejeon).
The discussion session will consist of expert presentations and discussions, questions and answers, and group discussions, and will be held at 9 a.m. on four occasions: the 13th (Sat), the 14th (Sun), the 20th (Sat), and the 21st (Sun). It runs until 6 p.m.
On the first day, the 13th, there were presentations and discussions on general issues such as ‘necessity and issues of pension reform’. On the 14th, three agenda items related to parameter reform, including ‘adjustment of income replacement rate and pension insurance premium rate’. On the 20th, the focus will be on three agendas related to structural reform, including ‘the relationship between the national pension and the basic pension’. On the last day, the 21st, a comprehensive presentation and discussion of the entire agenda will be held, and when all deliberation processes are completed, a ‘3rd survey’ will be conducted.
The Public Deliberation Committee plans to comprehensively announce the results of the survey and citizen delegation deliberation debate at the press conference room of the National Assembly Communication Building in Yeouido, Seoul, hosted by Chairman Kim Sang-gyun, at 3 p.m. on the 22nd, the day after completing the four-day citizen delegation deliberation debate.
The Public Deliberation Committee held a workshop at the Agenda Deliberation Group last month and proposed ‘Plan 1’ (pay more, get more): 1) raising the insurance premium rate from the current 9% to 13% and the income replacement rate from 40% to 50%. 2) It was decided to come up with ‘Plan 2’ (pay more and get the same), which would raise the insurance premium rate to 12% and maintain the income replacement rate at 40%, and submit it to deliberation discussion.
In addition, the deliberation group also proposed 1) a plan to maintain the age for receiving benefits at 65 years old, 2) a plan to increase the upper age limit for mandatory subscription from the current 59 years to 64 years old, 3) two plans related to establishing the relationship between the national pension and basic pension, and 4 ) Measures to improve intergenerational equity were adopted as topics of discussion.
Every day that a debate is held, the ‘500-member meeting’, in which all 500 citizen delegates participate simultaneously, is broadcast live through each local broadcasting station for 90 minutes each day. In addition, expert presentations and discussions and Q&A between citizen representatives and experts will be broadcast live through the KBS YouTube account (@1004KBS).
