Construction sector: 56% increase in public investment in 2024 compared to 2023 (Nizar Baraka)

Speaking as part of an information day on the forecast programs for construction markets in 2024, which was attended by the Minister of Transport and Logistics, Mohamed Abdeljalil, and the Minister of Economic Inclusion, Small Business, Employment and Skills, Younes Sekkouri, the minister indicated that “this meeting comes in a year where the construction sector should experience a remarkable recovery, benefiting from the increase in public investment, and the implementation of structuring programs”.

Baraka, in this context, recalled that these structuring programs include in particular the reconstruction and general rehabilitation program of the areas affected by the Al Haouz earthquake which, in application of the High Guidelines of His Majesty King Mohammed VI, will benefit from the reconstruction and rehabilitation of their infrastructure, but also an ambitious development program through structural projects worth 120 billion dirhams, which will be implemented over a period of five years.

The minister also noted that Morocco is preparing to host large-scale events, including the organization of the 2025 African Cup of Nations and the 2030 FIFA World Cup, which “presents a crucial opportunity for transition towards integral development of the Kingdom, as desired by His Majesty King Mohammed VI, may God help him.”

The Minister of Water and Equipment also mentioned the partnership sealed between Morocco and the United Arab Emirates, which will extend from 2024 to 2029. This agreement is accompanied by an important perspective for investments in the areas building and public works, he noted.

During this meeting, also marked by the presentation of the most important projects launched in 2023, Mr. Baraka specified that 41 billion dirhams were invested by the State in the areas of infrastructure and water during this period, i.e. 91% of the 2023 forecast program.

In this sense, he insisted on supporting measures to organize and structure the construction sector, in order to finalize the creation of a strong ecosystem serving Morocco’s technical sovereignty.

Among all the support measures for the sector, the minister cited the classification and qualification of construction companies allowing the creation of a unified system for the entire administration, the improvement of the order framework public (unit price benchmark and overhaul of the price review system) whose objective is to guarantee the final quality of the works, but also the total dematerialization of procedures before the end of 2024 (where companies will be exempt of the submission of physical files), in addition to the establishment of the construction observatory (OBTP) to increase the visibility of the construction sector in Morocco.

Baraka, in this regard, stressed that the construction sector is “one of the most value-creating sectors in socio-economic terms, it represents more than 6% of the national GDP and employs one million Moroccans”, estimating that “Increasing public investment will improve the economic conditions of thousands of businesses and create jobs.”

The Minister of Transport and Logistics, for his part, indicated in a press statement that his participation in this information day takes place in order to present to stakeholders in the construction sector the various projects planned for 2024 for the transport and logistics sector, including those relating to railways and airports.

“We have very important projects which will be launched as soon as the mobilization of budgetary funds is completed, including the extension of the high-speed line (LGV) to connect Kenitra to Marrakech for a projected cost of 50 billion dirhams and the works of “expansion of the airports of Marrakech, Agadir and Tangier for a budget of 5 billion dirhams”, noted Mr. Abdeljalil.

For his part, Mr. Sekkouri stressed that this day is important, insofar as it brings together stakeholders in the construction sector, who mobilize significant state investments, to raise awareness of their roles in creating opportunities. of employment.

“At the end of a difficult year, marked by the effects of inflation on related sectors, the construction sectors are experiencing a recovery with major investment programs launched in the Kingdom in the coming years. Our challenge is to ensure that each dirham of public money invested in these programs creates quality employment opportunities, for all categories of citizens and in all regions of the Kingdom”, underlined the minister.

This information day was notably marked by the participation of various professionals from the construction sector, as well as professional institutions and departments concerned.
