The Grand Ducal Police have released the balance of their activity since the beginning of the year in the city of Luxembourg with regard to the police reinforcement carried out.
Surveillance over non-compliance with the controversial law prohibiting begging in the city of Luxembourg was one of the reasons that led the police to implement a specific system in the Gare, Bonnevoie and Ville-Haute neighborhoods against organized or aggressive begging, but also to combat to drug trafficking.
In the period from January 15, 2024 to April 14, 2024, four notifications (procès-verbaux) were made to beggars. In other words, on average, one warning was given for begging violations per month. The law prohibits beggars from begging on the streets during the day.

Former politician makes self-denouncement
One of these four notifications follows a self-report by the former president of the Greens, Christian Kmiotek, who handed himself in to the police saying he was begging.
The former deputy wanted to know how such a process would take place and what fine would be imposed on him. In this case, the Public Prosecutor’s Office decided not to follow up on the warning.

It should be noted that after the police issue a notification, it goes to the Public Prosecutor’s Office, which will decide whether or not to proceed with the process.
