The contract will determine the obligations of the parties involved and the procedure for the integration process of the two universities.
The contract was concluded because the government decided at the beginning of the month to support the Ministry of Interior’s offer to conclude the LSPA reorganization already on July 1, instead of January 1, 2026, as was originally planned. The offer followed to prevent the risks of not acquiring the funds of the European Union’s Recovery and Resilience Mechanism.
A transition period of two years is foreseen for the consolidation process. During this, all the activities financed by the consolidation grants will be implemented, as well as study and science infrastructure and processes will be adapted to the standards of a science university.
RSU Rector Aigars Pētersons assured that RSU has a “clear vision” of future perspectives and the development of a science university in a single organization with LSPA.
LSPA rector Kalvis Ciekurs also sees an opportunity to increase the quality of studies and research in sports science and health care. Reorganization of LSPA could also promote cooperation with sports practitioners.
Ciekurs emphasized that the government’s decision on the consolidation of LSPA and inclusion in the RSU structure on July 1 will not significantly affect the study programs of existing LSPA students. At the same time, work on the creation of interdisciplinary programs will take place.
The cooperation agreement will determine the availability of financial instruments, monitoring of the process, as well as the principles of LSPA’s future operation after its integration with RSU and the cooperation arrangements of the two universities in the process of reorganization during the consolidation process of the Ministry of Education and Culture and the Ministry of Education and Culture.
After the reorganization, LSPA will retain its academic and scientific autonomy, as well as its name and symbolism.
