Grain Management Act, ‘Exercise No. 1 Veto’

The Democratic Party of Korea plans to hold a plenary meeting of the National Assembly’s Agriculture, Food, Rural Affairs, Oceans and Fisheries Committee on the 18th and directly submit the Agricultural Price Stabilization Act to the plenary session of the National Assembly. It was also decided to revise the Grain Management Act, which was the subject of President Yoon Seok-yeol’s ‘No. 1 veto’ last year, and submit it directly again. The Democratic Party’s stance is that it will push through the ‘Corporal Chae Special Prosecutor Act’ as well as the Special Act on Jeonse Fraud and the Franchise Business Act, which the People Power Party has opposed, during the remaining term of the 21st National Assembly.
According to the Democratic Party on the 17th, Democratic Party lawmakers belonging to the Agriculture and Fisheries Committee held a general meeting on the 18th and voted on five laws, including the Grain Management Act amendment, the Agricultural and Fishery Products Distribution and Price Stabilization Act, the Agriculture and Fisheries Chamber Act, the Korean Beef Industry Support Act, and the Sewol Ferry Disaster Damage Support Act. It was decided to submit it directly to the plenary session of the National Assembly.
The bills were referred to the Legislation and Judiciary Committee of the National Assembly after going through the subcommittee of the Agricultural and Marine Affairs Committee, the Agenda Coordination Committee, and the plenary meeting of the Agricultural and Marine Affairs Committee led by the Democratic Party in February. According to the National Assembly Act, if the review of a law referred to the Legislative and Judiciary Committee is not completed within 60 days without any reason, it can be directly referred to the plenary session with the approval of more than three-fifths of the members of the relevant committee. Currently, the 19 members of the Agricultural and Marine Affairs Committee are comprised of 11 from the Democratic Party, 7 from the People Power Party, and independent lawmaker Yoon Mi-hyang from the Democratic Party, so a direct referral to the plenary session is possible solely from the opposition party.
Among the five bills, the bill with the greatest difference of opinion between the ruling and opposition parties is the Agricultural Product Price Stabilization Act, which includes provisions for the government to pay a portion of the difference if the market price of major agricultural products falls below a standard price, such as the average price of the previous five years. The Democratic Party’s position is that “prices can be stabilized by controlling the prices of agricultural products,” but the People Power Party is opposed, saying, “Even if the price stabilization system were implemented only for the five major vegetables, it would cost a total of 1.2 trillion won per year.”
The Grain Management Act, which was re-introduced by the Democratic Party after President Yoon exercised his veto, includes provisions requiring agricultural cooperatives and other organizations to purchase excess production of rice to meet demand when there are concerns about a plunge in rice prices. The amendment to the Sewol Ferry Support Act extends the deadline for payment of medical assistance to victims of the Sewol Ferry disaster from the current April 15, 2024 to April 15, 2029.
The Democratic Party plans to hold at least two plenary sessions next month to handle the directly referred bills, as well as the Special Act on Jeonse Fraud and the Franchise Business Act. Park Joo-min, senior vice floor leader of the Democratic Party, held a press conference on the 17th and said, “If the People Power Party ultimately ignores the people’s livelihood, the Democratic Party and other opposition parties will join forces to have it directly referred to the plenary session.”
