The opening ceremony of these Conferences, which will continue until January 17, was chaired by the Minister of Territorial Communities, Planning and Territorial Development of Senegal, Modou Diagne Fada, in the presence of officials and elected officials Senegalese and technical experts and directors of different Senegalese authorities, as well as members of the Moroccan delegation, led by the Governor in charge of the Cooperation and Documentation Pole at the General Directorate of Territorial Communities (DGCT), Abdelouahhab El Jabri, and notably composed of the president of the Moroccan Association of Presidents of Municipal Councils (AMPCC), Mounir Laymouri, Mayor of the city of Tangier, representatives of the DGCT, the INDH, the FEC and the CDG, presidents of different municipalities, as well as of HM the King’s Ambassador in Dakar, Hassan Naciri.
The opening ceremony of these Conferences, held under the theme: “Together, local authorities chart the path to decentralized South-South cooperation marked by innovation and progress”, was marked by speeches from the Minister of Communities Territorial, Planning and Development of the Territories of Senegal, the president of the Association of Senegalese Mayors (AMS), Oumar Ba, Mayor of Ndiop, the president of the AMPCC, Mounir Laymouri, the president of the Union of Cities and Municipalities of Côte d’Ivoire, and the Secretary General of UCGLU Africa, Jean Pierre Elong Mbassi, as well as the Ambassador of Morocco to Senegal and a representative of the Council of Territorial Communities of the Economic Union and West African monetary policy (CCT, UEMOA).
It was also marked by a communication on the history of the secular and multidimensional relations existing between Morocco and Senegal, made by the Senegalese professor Massamba Gueye, who highlighted the foundations of the links which unite the Kingdom of Morocco and the Republic of Senegal and the two brother peoples.
These Conferences, initiated jointly by the AMPCC and the AMS, and bringing together a host of territorial elected officials, officials, experts and territorial managers from the two countries, have the general objective of revisiting the history of existing centuries-old relations. between Morocco and Senegal and their two peoples, to share the experiences of decentralization policies in force between the two countries and to decline the opportunities for cooperation and financing of local development which are offered to local authorities for the two countries.
They also set themselves the objectives of developing an action plan for the implementation of the agreement between the umbrella associations and also aim to reaffirm and strengthen the links of solidarity and cooperation between the territorial authorities of Senegal and Morocco through a diplomacy of more dynamic territories, according to the organizers.
On the sidelines of this meeting, a partnership agreement was signed between the Association of Senegalese Mayors (AMS) and the Moroccan Association of Presidents of Municipal Councils (AMPCC).
The work of these meetings, to which representatives of UEMOA local authorities are invited (Côte d’Ivoire, Mali, Benin and Togo), will be marked by the holding of plenary sessions during which Moroccan and Senegalese experts will present “the State of Decentralization: Achievements and Prospects”, in their countries.
Participants will also discuss during this meeting the financing mechanisms of local authorities in Senegal and Morocco and the axes of decentralized cooperation between the two countries and territorial diplomacy.
