The Democratic Party of Korea decided to introduce a runoff vote in the party’s primary election to elect the National Assembly speaker candidate. Although the purpose is to strengthen the representativeness of elected candidates, some interpreted it as a preliminary measure to give a certain candidate’s ‘mind’ (Representative Lee Jae-myung’s intention) in a situation where ‘traffic control’ between pro-Myung (pro-Lee Jae-myung) candidates is not possible. . The position of Speaker of the 22nd National Assembly belongs to the Democratic Party, which secured the majority in this general election. The Speaker of the National Assembly must receive the majority of the votes of the registered members through an anonymous vote in the plenary session of the National Assembly after the Democratic Party’s primary.
The Democratic Party held a party affairs committee on the 24th and decided to amend the party rules to raise the quorum standard for electing a National Assembly speaker candidate to a majority and to hold a runoff election between the first and second-place candidates if no one receives a majority of votes in the first round. . The Democratic Party has so far elected its chairman candidate through secret voting at the general meeting of members. The candidate who received the most votes in the first round was selected as the candidate.
Currently, in the Democratic Party, 5-term lawmaker Jeong Sung-ho, as well as 6-term lawmaker Jo Jung-sik and elected president Choo Mi-ae, have officially declared their bid for chairman, and 5-term lawmaker Kim Tae-nyeon and Woo Won-sik are also considering running for office. A party official said, “If a majority of candidates run, if there is no runoff election, first place can come in with around 30 votes,” and “Representative Lee also takes the position that a runoff election is necessary for representativeness.”
There was also an interpretation within the party that it was “a safety device to ultimately drive votes to the candidate that Representative Lee wants.” It is said that this is a measure to prevent the possibility of a specific candidate winning by ‘foolish luck’ due to the distribution of votes among the ‘big name’ candidates. One official said, “It is not easy for the leadership to control traffic because the candidates for the chairmanship are all multi-election candidates,” and “the intention is to filter out candidates through the system rather than encouraging them not to run.”
Strong remarks from the chairman candidates continued. President-elect Choo targeted Rep. Park Byeong-seok, also from the Democratic Party, who was the Speaker of the National Assembly when the 2022 bill to adjust prosecutorial and police investigative powers was passed, saying, “When he was the Speaker of the National Assembly from the Democratic Party, he suddenly looked like he was going in the right direction, but then he suddenly put the gear in neutral and stopped. “There is a precedent for making the mistake of sticking one’s nose into the finished rice,” he criticized. Rep. Cho also said, “If I become Speaker of the National Assembly, I think I will have to hold a plenary session and handle urgent issues under the chairman’s authority.”
Unlike the fierce race for chairman, the possibility of a single-term candidacy has increased for floor leader Park Chan-dae (3rd term), a key pro-Myung representative and close associate of Representative Lee. While 4th-term lawmakers Kim Min-seok and Seo Young-kyo have withdrawn from running, it has been reported that 3rd-term lawmaker Han Byeong-do will also not run.
