Despite having a period of up to 10 days to respond to the observations of the National Assembly on the General State Budget for 2024, the Presidency of the Republic issued its response in less than 24 hours.

In the official letter sent on Friday, March 22, 2024, just after Parliament requested adjustments in the allocations for the social sector and security, among other aspects, Noboa was ratified in the proforma delivered on February 20, which amounts to 35,536 million dollars.

In its response, the National Government indicated that the Legislature did not make specific observations by income and expense sectors, as established in article 295 of the Constitution. According to the regime, only “technical conclusions” and recommendations for “improving fiscal management” were presented.

It also reaffirms that its estimates are based on the national fiscal deficit and projections that were affected by the implementation of cross-death, a constitutional provision applied in 2023.

“It is expected that in 2024, with the measures adopted and the reactivation of the economy, macroeconomic assumptions will show better results and the deficit can be reduced, which will benefit Ecuadorian society,” he concludes.

Pursuant to article 103 of the Legislative Law, the National Assembly has a period of 10 days to reaffirm its observations through a single debate, requiring the favorable vote of the qualified majority, made up of 92 of its members. Otherwise, the budget proforma sent by the Executive in the second instance will come into force.
