The MPs extended the zero VAT rate for bread and flour until the end of the year. It now expires on June 30.
The proposal was introduced by Temenuzka Petkova and Yordan Tsonev in the Law on Personal Income Taxes, which also contained the texts on the alternative tax for mushroom pickers.
However, after the deputies rejected these texts, Petkova and Tsonev’s proposal was also dropped.
Now, in the transitional and final provisions of the Law on Gambling, which was adopted by the MPs minutes ago with full consensus, Tsonev proposed to include the VAT on bread, and the MPs supported him.
Again, according to the proposal of Tsonev and Petkova, the markup at which the bread is sold should not exceed 15%. However, at the request of the chairman of the agricultural commission, Desislava Taneva, this surcharge will only apply to three types of bread – white, type and white “Dobrudja”.
Tsonev said that at the moment there is no analysis by the Ministry of Economy and Finance about how much of the price of bread is above the production price and they will ask the ministries for an analysis and if they show that this measure with this threshold of 15% is not effective and not leads to a downgrade, there will be a proposal to change that.
“We don’t want to politicize this issue, but from conversations with the bread producers, we found out that the merchants put up to a 40% markup. That’s why we decided to limit it,” argued Tsonev earlier today.
