However, they appear to be nervous because even 17 votes can nullify the veto during a re-vote at the plenary session of the National Assembly, which is held anonymously after the exercise of the veto. This is because there are lawmakers who have already publicly expressed their support for the Special Prosecution Act after the general election, and there is a possibility that there will be a vote of conviction even if it is decided on the party line.

If President Yoon exercises his veto, more than two-thirds of the registered lawmakers must vote in favor for the Special Prosecution Act, which has returned to the National Assembly, to be re-adopted. If all 295 registered lawmakers, excluding the arrested and imprisoned independent lawmaker Yoon Kwan-seok, attend the plenary session, more than 197 votes are needed. The pan-opposition party, including the Democratic Party, has 180 seats, and the People Power Party has 113 seats. If 17 People Power Party lawmakers leave, the president’s veto on the Special Prosecutor Act for Corporal Chae could be neutralized. If independent Ha Young-je and Liberty Unification Party lawmaker Hwang Bo Seung-hee vote in favor, the bill will be re-approved even if 15 people leave the People Power Party.

It is expected that the votes of those who lost in the general election will also be a variable. Among the 113 People Power Party members, only 55 were elected to serve in the 22nd National Assembly. There are concerns that the 58 people who were defeated or not nominated, including those who did not run, may not necessarily follow the party line.

The fact that secret voting is conducted during re-decisions is also a factor that can lead to the mass production of withdrawal votes. Since Rep. Kim Woong, who did not leave the plenary session the previous day and voted in favor, as well as Rep. Ahn Cheol-soo and Rep. Lee Sang-min from the Democratic Party, have already expressed their support for the Special Prosecutor Act on Corporal Chae, cross-voting (regardless of their party’s views, voters’ attitudes and beliefs) Depending on this, the act of voting may increase.
